AI in Wargaming Simulation as a Multi-Domain Decision Support tool

Command & Control (C2) planning and decision making presents an increasingly complex challenge, due to factors such as the growing availability of relevant data and the timeframes in which this data must be processed by commanders.

By understanding likely and possible Red Force (adversary) responses to a Blue Force (friendly) commanders Course of Action (CoA), planners could be empowered to make better decisions. We propose that potential Red Force responses could be elicited through the use of Artificial Intelligence (AI) to create intelligent adversaries in wargaming platforms.

Wargaming simulation tools when used in combination with AI could rapidly predict Red Force CoA. Providing details of the current operational picture can allow AI agents to consume and process large amount of numerical and textual data such as in-game observational state. A task it is well suited to achieve.

We suggest that in future conflicts, Blue Force commanders will make effective use of decision support tools that exploit AI in wargaming simulators to find potential and novel Red Force CoAs.

This decision support tool will make use of the state-of-the-art deep learning algorithms with a multi-agent approach that allows in-game units to communicate, share experiences and collaborate towards a common operational objective. The learning process will utilise a curiosity driven reward scheme to allow the generation of novel and unexpected Red Force behaviours

The tool will allow the Blue Force commander to enter details of the current operational picture, including current force composition. A generalised intelligent adversary agent will then be allowed to be deployed to be trained on the dynamics of the current situation on massively scalable cloud infrastructure to return results at machine-speed.

The tool will then classify the generated Red Force responses into categories such as most damaging, most likely, highest risk, etc. Each of these generated CoA will have various explainability tools integrated such as trend heatmaps, virtual reality campaign playback and LLM summarisation tools to allow the Red Force behaviour to be understood at a high-level.

This will allow the Blue Force commander to make decisions faster with the anticipation of several of the possible responses Red Force could make.

Fred Sugden

Fred Sugden

Associate Director, Defence and National Security, techUK

Fred is responsible for techUK's activities across the Defence and National Security sectors, working to provide members with access to key stakeholders across the Defence and National Security community. Before taking on the role of Associate Director for Defence and National Security, Fred joined techUK in 2018, working as the Programme Head for Defence at techUK, leading the organisation's engagement with the Ministry of Defence. Before joining techUK, he worked at ADS, the national trade association representing Aerospace, Defence, Security & Space companies in the UK.

Fred is responsible for techUK’s market engagement and policy development activities across the Defence and National Security sectors, working closely with various organisations within the Ministry of Defence, and across the wider National Security and Intelligence community. Fred works closely with many techUK member companies that have an interest in these sectors, and is responsible for the activities of techUK's senior Defence & Security Board. Working closely with techUK's Programme Head for Cyber Security, Fred oversees a broad range of activities for techUK members.

Outside of work, Fred's interests include football (a Watford FC fan) and skiing.

Raya Tsolova is a Programme Manager at techUK. 

Prior to joining techUK, Raya worked in Business Development for an expert network firm within the institutional investment space. Before this Raya spent a year in industry working for a tech start-up in London as part of their Growth team which included the formation and development of a 'Let's Talk Tech' podcast and involvement in London Tech Week. 

Raya has a degree in Politics and International Relations (Bsc Hons) from the University of Bath where she focused primarily on national security and counter-terrorism policies, centreing research on female-led terrorism and specific approaches to justice there. 

Outside of work, Raya's interests include baking, spin classes and true-crime Netflix shows!

Jeremy manages techUK's defence programme, helping the UK's defence technology sector align itself with the Ministry of Defence - including Defence Digital, DE&S, innovation units and Frontline Commands - through a broad range of activities including private briefings and early market engagement events. It also supports the MOD as it procures new digital technologies.

Prior to joining techUK, from 2016-2024 Jeremy was International Security Programme Manager at the Royal United Services Institute (RUSI) coordinating research and impact activities for funders including the FCDO and US Department of Defense, as well as business development and strategy.

Jeremy has a MA in International Relations from the University of Birmingham and a BA (Hons) in Politics & Social Policy from Swansea University.

Greg Chance (PhD, CEng, MInstP) is a Senior Consultant in the Digital Systems Assurance Group at Frazer-Nash Consultancy and an Honorary Research Fellow of the University of Bristol with 19 years' experience between industry and academia. Greg researched AI assurance and verification techniques at the Trustworthy Systems Lab at the University of Bristol’s Department of Computer Science. He has published papers in leading journals on assurance techniques for autonomous and AI-based systems and using software agents to automate test generation in simulation.
