Evolving European regulatory landscape can impact UK spectrum management

The European regulatory landscape for radio spectrum is continually evolving, with significant developments that impact the United Kingdom. Three recent publications from the Radio Spectrum Policy Group (RSPG) and the Electronic Communications Committee (ECC) are particularly noteworthy. 

  1. RSPG Draft Opinion on Satellite Direct-to-Device Connectivity and Single Market Issues 

The RSPG has released a draft opinion addressing the EU-level policy approach to satellite Direct-to-Device (D2D) connectivity and associated Single Market considerations. The draft opinion is currently open for public consultation until March 28, 2025. The opinion emphasizes the importance of streamlining the provision of satellite services within the EU and facilitating market access for operators. Stakeholders are encouraged to participate in the consultation process to shape the future framework of satellite D2D connectivity in Europe.

  1. RSPG Report on 6G Strategic Vision 

In November 2024, the RSPG published a draft report outlining a strategic vision for the development and deployment of 6G networks across Europe. A public consultation was conducted allowing stakeholders to provide input on the strategic direction proposed. The recently published 6G Strategic Vision delves into potential spectrum requirements, technological advancements, and policy considerations essential for the successful rollout of 6G.  

  1. ECC Report 366 on Shared Use of the 6425-7125 MHz Frequency Band 

The draft ECC Report 366 examines the feasibility of shared use of the Upper 6 GHz band between Mobile/Fixed Communications Networks (MFCN) and Wireless Access Systems, including Radio Local Area Networks (WAS/RLAN). The report evaluates different sharing approaches and mechanisms, assessing their impact on network performance, user experience, and interference management. 

Implications for the United Kingdom 

While the UK has departed from the European Union, it continues to engage with European spectrum management bodies such as the RSPG and ECC. The outcomes of these consultations and reports hold relevance for the UK in several ways: 

  • Satellite D2D Connectivity: The UK's satellite communication policies could be influenced by the EU's approach to D2D services, especially concerning market access and harmonized technical conditions. 

  • 6G Development: Insights from the RSPG's 6G strategic vision can inform the UK's own 6G initiatives, ensuring compatibility and leadership in next-generation network deployments. 

Engagement with these consultations and reports allows the UK to align its spectrum policies with broader European strategies, fostering collaboration and technological advancement in the communications sector.
