Event round-up: Home Office DSA Market Engagement event - C21478: Data Product Development and Associated Services

On Thursday 30 June we were delighted to host the Home Office Data Services & Analytics (DSA) team for a market engagement event.

On Thursday 30 June from 9:30 - 12:30 we were delighted to host the Home Office's Data Services & Analytics (DSA) Unit Team. The DSA Unit intends to put in place a new contract for the provision of end-to-end Data Product Development and Associated Services across DSA's current and future portfolio of products and customers.

The contract will be awarded to a single Service Provider over a maximum 5 years (4 + 1 year) term and the contract value is anticipated to be for up to a maximum of £40m over the initial term.

DSA products are growing in their uptake and business-criticality. They are at various stages of maturity and are becoming more reusable, with more shared code, and are becoming more able to serve multiple Home Office customers rather than single business areas. Thus, there is a need to grow and mature existing products and to build on the development work done already to deliver new products and services to the wider Home Office.

The Service Provider will be required to provide product team(s) that can deliver new products and enhance existing products. Initially the requirement will be to deliver products focussed on Border Force needs, with this focus then growing to include multiple Home Office customer areas. The Service Provider will be proficient with cloud-based technologies, building and using data pipelines and large data sets, using Agile methodologies, and they will also provide third-line support and DevOps product support.

The Home Office wanted to conduct this formal early market engagement event with all Lot 1 Suppliers from the RM6263, Digital Specialist and Programmes (DSP) Framework. However, suppliers who are not on this Framework were welcome to attend the event but should the Home Office decide to proceed down this route, would need to partner with a Framework supplier to bid.

The aim of the event was to provide suppliers with an overview of the requirement, bidding process and aim to address any initial questions. Attendees heard a Home Office/DDaT/DSA overview, the stakholder's perspective, the technical requirements, the procurement approach and next steps, contract management and the indicative timeline. The event was followed by a Question and Answer session.
