The NHS’s Digital Shift to Integrated Care

With the transition to Integrated Care Systems (ICSs) currently underway, techUK was joined by John Witt, Co-founder and CEO of Stotles – a GovTech sales enablement start-up – to learn more about the background behind the NHS’s transition to ICSs, the broader landscape, future funding initiatives, and the opportunities this creates for businesses.

John began by discussing the centralising role that health and care partnerships play across public organisations, distinguishing between statutory (ICBs and ICPs) and delivery (system, place, and neighbourhoods) partnerships. He explained that to overcome fragmented clinical commissioning groups and STPs – which led to cumbersome decision making – the NHS used its Long-Term Plan to call for integration across England’s healthcare system. As a result, STPs and CCGs are to be converted and rolled into ICSs.

After setting out how this transition came to be, Johnpresented an overview of the ICS landscape, highlighting the £1.7bn of funding allocated for digital initiatives. Given the wide variety of staekholders, it is crucial that businesses look to understand who the influencers are on ICS boards.

A significant amount of funding has already been allocated for digital initiatives – totalling £938m – with an additional £700m to be allocated through the Targeted Investment Fund to support the NHS. In addition, NHSX has created the Unified Tech Fund which consists of several national technology funds rolled into one.

In the final section of John’s presentation, he explained that the key to being a successful supplier is to take a proactive approach, emphasising pre-engagement, building relationships early, and keeping a constant eye on tenders.

During the panel, Harvir spoke to concerns around the ambition in the recent white paper on ‘Joining up care for people, places and populations’ that ICSs would pull in data from multiple sources to enable a population health approach. He highlighted issues around the ability of existing digital architecture to handle data from disparate sources, and the need for greater clarity around governance, querying who would take the lead when all partners are equal.
