WRC Series: Outcomes and Closing remarks

Good day All

The ITU WRC-2023 concluded on 15 November 2023. It was a hugely interesting and very intensive conference with many key decisions being made only in the final days or last week of the conference following a complex negotiation process between the various governments and major regional bodies represented.  The ITU and various industry bodies have provided their overall perspectives on the WRC-2023 decisions. It seems the main goals of UK and CEPT at WRC-2023 were in some way or other either reasonably or partly achieved – with some exceptions. With regard to the WRC-2023 agenda items (AI) considered / discussed within the Spectrum Policy Forum (and in particular in various Cluster 4 meetings in past 2-3 years) – such AI 1.5, 1.2, 1.15, 1.16, 1.17, 1.8, AI 7 and AI 10 – it seems most UK stakeholders – though not all - in the terrestrial mobile, terrestrial broadcasting / PMSE, space services, satellite communications sectors are equally happy or equally unhappy with the outcome of WRC-2023.

We had a first post WRC-2023 Cluster 4 event on December 18, 2023 where circa 30 persons joined and participated in a discussion on WRC_2023 perspectives and outcomes.  There is clearly going to be a lot of work to be done at UK national and CEPT regional level to consider and put into effect in an appropriate way the decisions of WRC_2023 with regard to frequency allocations and regulatory provisions developed at an ITU level.  Similarly, there will be a lot of work to be done with regard to the agenda items identified for WRC-2027 (and WRC-2031).

We plan within SPF Cluster 4 to send out in early January 2024 a short questionnaire to members / participants to seek their views and inputs on which topics they would like to see considered for Cluster 4 workshops in 2024 and 2025 – including taking into account WRC-2023 outcomes.
