On Monday 4 April, techUK is delighted to welcome back the HMRC TSP team for a supplier briefing ahead of a rapid procurement (to complete procurement activities by end of June 2022). In addition to notifying the market of an upcoming contract, the team is also keen to understand where the market stands in terms of their requirement below.
The Technology Sourcing Programme (TSP) is a multi-year programme of work transforming and enabling how HMRC delivers IT, utilises technology and works more effectively as an organisation. Key benefits of TSP will be:
HMRC will migrate to a new IT vendor landscape in a phased approach.
Supplier contracts will be regularly re-competed with greater disaggregation, reducing risk of incumbent advantage.
Improved supply chain with the potential for many new suppliers including SMEs.
This programme is an essential component of the CDIO strategic programme portfolio to modernise and transform the enterprise IT estate and services delivered to citizens and colleagues.
By the end of June 2022 CDIO must transform and procure new contracts and implement critical capabilities, processes, standards and tools needed to run and change live services.
This session will allow HMRC to set out to the suppliers its vision to procure services for the “Auxiliary transition support” project and provide information to the suppliers, the requirements, timeline, and route to market.
HMRC are looking to engage services of one supplier which can provide:
DDaT capability to provide services specifically to include IT- focussed project management, business analysis and IT architecture
Transition of services (including in flight projects) from the incumbent to the new supplier which could include IT build
Scale to provide delivery of services on a number of projects running simultaneously and be ready to start working by end of June 2022
Innovations and focus on outcome-based delivery
Note – This procurement is not for “Run” services but will involve hyper care, post go-live support and transition as per the usual project lifecycle.
The supplier will work as a group of small teams to deliver defined deliverables and/or outcomes on specific projects that would be each subject to their own Statement of Works (SoW). All the resources provided by the supplier should meet the requirement as defined by Digital Data and Technology (“DDaT”) profession Capability Framework for all services. They should be fully skilled and qualified to provide the IT services HMRC require.
Please note that the intention is to run this procurement via the Technology Services 3 (Lot 1 or 2) Framework. If you’re on the relevant frameworks*, make sure to book your place now!
*Suppliers who are not on these frameworks, but have an interest in potentially partnering with a TS3, Lot 1 or 2 suppliers on this procurement, are also welcome to join the session.
As they look to disaggregate their contracts and move to a more agile environment HMRC is keen to access the best capabilities contained in the market, and so companies of all sizes are encouraged to engage if they think they have relevant solutions and can scale up at short notices.

Heather is Head of Central Government Programme at techUK, working to represent the supplier community of tech products and services to Central Government.
Prior to joining techUK in April 2022, Heather worked in the Economic Policy and Small States Section at the Commonwealth Secretariat. She led the organisation’s FinTech programme and worked to create an enabling environment for developing countries to take advantage of the socio-economic benefits of FinTech.
Before moving to the UK, Heather worked at the Office of the Prime Minister of The Bahamas and the Central Bank of The Bahamas.
Heather holds a Graduate Diploma in Law from BPP, a Masters in Public Administration (MPA) from LSE, and a BA in Economics and Sociology from Macalester College.
Ellie joined techUK in March 2018 as a Programme Assistant to the Public Sector team and now works as a Programme Manager for the Central Government Programme.
The programme represents the supplier community of technology products and services in Central Government – in summary working to make Government a more informed buyer, increasing supplier visibility in order to improve their chances of supplying to Government Departments, and fostering better engagement between the public sector and industry. Prior to joining techUK, Ellie completed Sixth Form in June 2015 and went on to work in Waitrose, moved on swiftly to walking dogs and finally, got an office job working for a small local business in North London, where she lives with her family and their two Bengal cats Kai and Nova.

Annie is the Programme Manager for Cyber Resilience at techUK. She first joined as the Programme Manager for Cyber Security and Central Government in September 2023.
In her role, Annie supports the Cyber Security SME Forum, engaging regularly with key government and industry stakeholders to advance the growth and development of SMEs in the cyber sector. Annie also coordinates events, engages with policy makers and represents techUK at a number of cyber security events.
Before joining techUK, Annie was an Account Manager at a specialist healthcare agency, where she provided public affairs support to a wide range of medical technology clients. She also gained experience as an intern in both an MP’s constituency office and with the Association of Independent Professionals and the Self-Employed. Annie holds a degree in International Relations from Nottingham Trent University.

Ella joined techUK in November 2023 as a Markets Team Assistant, supporting the Justice and Emergency Services, Central Government and Financial Services Programmes, before progressing into Junior Programme Manager in January 2024.
Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022. Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.
In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.
