In techUK’s latest regional spotlight series we are delighted to be showcasing the opportunities the West Yorkshire region presents to tech suppliers.
This event is part of Leeds Digital Festival.
Attendees will gain essential insights into the latest trends and opportunities for the region. Everything from the size of the market to who the biggest buyers and suppliers are. You will hear from Stephen Blackburn at Leeds City Council about their innovation strategy and how they work with suppliers. We will also hear from DAC Beachcroft, and you will have the opportunity to engage in a Q&A session during a suppliers spotlight with speakers from Codurance and Ayup Digital.
The session will provide techUK members active or looking to break into the local public services and wider public sector market with a better understanding of the current landscape, latest technology and procurement trends for West Yorkshire.

Ileana Lupsa
Programme Manager, Local Public Services and Nations and Regions, techUK
Ileana Lupsa is the Programme Manager for Local Public Services and Nations and Regions, at techUK.
Ileana studied electronics, telecommunications and IT as an undergraduate, followed by an MSc in engineering and project management at Coventry University.
She refined her programme management expertise through her most recent roles working in the automotive industry.
Ileana is passionate about sustainability and creating a positive impact globally through innovation.
techUK champions the tech sector throughout the UK. We work with local authorities, devolved government, and local and national policy makers to advocate for the tech sector in strengthening economic growth and resilience. Matt Robinson
Head of Nations and Regions, techUK
Matt is techUK’s Head of Nations and Regions.
Matt is leading techUK’s work with members and stakeholders across the UK to increase the Local Digital Capital across the UK’s nation and regions, build communities and to ensure that digital technology plays a key part the post-COVID-19 levelling-up recovery.
Prior to joining techUK, Matt worked for several national education charities and membership bodies to develop their regional partnerships with schools, academy trusts, local authorities, and other stakeholders. He’s also worked with local authority leaders and other stakeholders to engage communities, work with elected members and improve public services.
He holds a BA in Politics from the University of York and an MA in International Relations from the University of Leeds. Away from work he’s a keen football fan and golfer.

Ileana Lupsa

Ileana Lupsa is the Programme Manager for Local Public Services and Nations and Regions, at techUK.

Partner, Technology and data protection, DAC Beachcroft
Chris is a Partner in DACB’s Manchester office and specialises in non-contentious commercial work – with a particular focus on technology projects and data protection advisory work. He acts for clients across a range of sectors, including suppliers delivering solutions to the NHS and other public bodies, as well as large corporates procuring such solutions (both public and private sectors). He has undertaken successful secondments with a major IT supplier as well as the Information Commissioner’s Office.
On the IT side, Chris advises on all types of technology arrangements, from software licensing, SaaS contracts, SLAs, software implementation projects to IT outsourcing projects. His data protection experience ranges from drafting data sharing agreements and privacy policies, through to advising on international transfers, undertaking GDPR audits and assisting with complex data protection impact assessments.
Regional Director (Leeds and Manchester) , Codurance
Simon is the Regional Director (Leeds and Manchester) for Codurance, a Global Software Engineering Consultancy. Simon has been working in a range of leadership roles for over 25 years in industries that include Finance, Healthcare, Education and Professional Services.Simon likes working with teams to deliver great products and services, while helping teams grow and develop.
Steven Taylor brings over 15 years of experience in leading digital transformation projects across the public, private, and third sectors. As the Managing Director of Ayup Digital, a Leeds-based digital platform provider, Steven has been instrumental in delivering innovative solutions that address health and social challenges.
With a strong focus on human-centred design, Ayup Digital develops platform solutions that empower communities, and Steven has amassed extensive expertise in working closely with public and third sector organisations to facilitate collaborative initiatives.
His passion for driving positive change, coupled with his ability to bring people together around a common goal, positions him as a key player in the digital landscape of West Yorkshire.
