Join us on the 31 March, 12:00-13:00 for a Lunch and Learn session celebrating women in digital local government, to wrap up International Women’s History Month 2025.
We will be hearing from women leaders in both local government and techUK members on their career journeys, barriers they have overcome and what both the tech and local government sector can learn from each other to continue increasing women representation and progression across our sectors. The session will conclude with practical tips for women working in both sectors.
As part of our work with techUK’s Local Public Services Committee, we're shared a report that delves into the evolving workforce and skills landscape within the Local Government sector. This report is the result of our ongoing commitment to providing meaningful insights that empower Local Government leaders to shape the future of technology. Through extensive analysis of survey data, we’ve uncovered key trends, identified barriers, and explored strategies to support the growth of a diverse and skilled workforce. Our findings not only highlight the challenges but also provide actionable recommendations to drive positive change and ensure that everyone can benefit from the opportunities of digital transformation and is something which will be discussed during this session.

We want this session to be a welcoming and respectful space for open discussion, where everyone feels comfortable sharing their experiences. The focus is on learning and collaboration, rather than promotion, to ensure a meaningful and engaging conversation for all.

Alison Young
Alison Young
Alison Young is the Associate Director Local Public Services.
Alison has background in International Trade & Investment, with experience in the public, private and third sector, advising on international trade, new markets, inward investment and working closely with UK cities and regions around investment into innovation and partnerships and technology. Prior to joining techUK, she has her own consulting business and was Head of Global Investment with the Connected Places Catapult. This role had a focus on FDI around the built environment and mobility, working across NetZero mobility projects in the UK and globally. She worked closely with the Innovation Districts Group, to foster and network of knowledge sharing and helped set up the Freeport Innovation Network, to foster innovation in the context of freeports with a focus on investment.
She spent six years living and working in the Middle East, with the Department for Business and Trade. Based first in Oman, leading on a number of sectors, from Education to Infrastructure, then based in the UAE, setting up the Technology and Smart Cities sector, with a core focus on AI and Fintech.
She is passionate about economic growth for the UK, to create jobs and opportunities; the green agenda and the decarbonisation of transport. She has a degree in Russian Studies MA, from the University of Edinburgh and is currently learning Arabic.

Ileana Lupsa
Ileana Lupsa
Ileana Lupsa is the Programme Manager for Local Public Services and Nations and Regions, at techUK.
Ileana studied electronics, telecommunications and IT as an undergraduate, followed by an MSc in engineering and project management at Coventry University.
She refined her programme management expertise through her most recent roles working in the automotive industry.
Ileana is passionate about sustainability and creating a positive impact globally through innovation.

Nimmi Patel
Nimmi Patel
Nimmi Patel is the Head of Skills, Talent and Diversity at techUK. She works on all things skills, education, and future of work policy, focusing on upskilling and retraining. Nimmi is also an Advisory Board member of Digital Futures at Work Research Centre (digit). The Centre research aims to increase understanding of how digital technologies are changing work and the implications for employers, workers, job seekers and governments.
Prior to joining the techUK team, she worked for the UK Labour Party and New Zealand Labour Party, and holds an MA in Strategic Communications at King’s College London and BA in Politics, Philosophy and Economics from the University of Manchester. She is currently taking part in the 2024-25 University of Bath Institute for Policy Research Policy Fellowship Programme.

Tess Buckley
Tess Buckley
Tess is the Programme Manager for Digital Ethics and AI Safety at techUK.
Prior to techUK Tess worked as an AI Ethics Analyst, which revolved around the first dataset on Corporate Digital Responsibility (CDR), and then later the development of a large language model focused on answering ESG questions for Chief Sustainability Officers. Alongside other responsibilities, she distributed the dataset on CDR to investors who wanted to further understand the digital risks of their portfolio, she drew narratives and patterns from the data, and collaborate with leading institutes to support academics in AI ethics. She has authored articles for outlets such as ESG Investor, Montreal AI Ethics Institute, The FinTech Times, and Finance Digest. Covered topics like CDR, AI ethics, and tech governance, leveraging company insights to contribute valuable industry perspectives. Tess is Vice Chair of the YNG Technology Group at YPO, an AI Literacy Advisor at Humans for AI, a Trustworthy AI Researcher at Z-Inspection Trustworthy AI Labs and an Ambassador for AboutFace.
Tess holds a MA in Philosophy and AI from Northeastern University London, where she specialised in biotechnologies and ableism, following a BA from McGill University where she joint-majored in International Development and Philosophy, minoring in communications. Tess’s primary research interests include AI literacy, AI music systems, the impact of AI on disability rights and the portrayal of AI in media (narratives). In particular, Tess seeks to operationalise AI ethics and use philosophical principles to make emerging technologies explainable, and ethical.
Outside of work Tess enjoys kickboxing, ballet, crochet and jazz music.

Tracy Modha
Tracy Modha
Tracy supports several areas at techUK, including Cyber Exchange, Cyber Security, Defence, Health and Social Care, Local Public Services, Nations and Regions and National Security.
Tracy joined techUK in March 2022, having worked in the education sector for 19 years, covering administration, research project support, IT support and event/training support. My most outstanding achievement has been running three very successful international conferences and over 300 training courses booked all over the globe!
Tracy has a great interest in tech. Gaming and computing have been a big part of her life, and now electric cars are an exciting look at the future. She has warmed to Alexa, even though it can sometimes be sassy!

Georgina Maratheftis
Georgina Maratheftis
Georgina is techUK’s Associate Director for Local Public Services
Georgina works with suppliers that are active or looking to break into the market as well as with local public services to create the conditions for meaningful transformation. techUK regularly bring together local public services and supplier community to horizon scan and explore how the technologies of today and tomorrow can help solve some of the most pressing problems our communities face and improve outcomes for our people and places.
Prior to techUK, Georgina worked for a public policy events company where she managed the policy briefing division and was responsible for generating new ideas for events that would add value to the public sector. Georgina worked across a number of portfolios from education, criminal justice, and health but had a particular interest in public sector transformation and technology. Georgina also led on developing relationships across central and local government.
