The session will feature a presentation from Samantha Butler, Head of Social Value Commercial Policy at the Cabinet Office, offering insight into how social value policy is evolving following the release of PPN 002 in February 2025.  The session will focus on the changes that aim to support the Government’s five strategic missions—and what that means for suppliers and public sector bodies.

What’s changing—and why it matters

As part of the Government’s refreshed approach to procurement, social value is now being explicitly aligned with five national missions:

  • Kickstart economic growth across the UK by supporting high-productivity jobs and inclusive prosperity.

  • Make Britain a clean energy superpower through investment in green technologies and net-zero infrastructure.

  • Take back our streets by tackling serious crime and promoting public safety.

  • Break down barriers to opportunity by reforming education, childcare, and skills access.

  • Build an NHS fit for the future, reducing preventable deaths and promoting long-term well-being.

What you’ll learn

This session will explore:

  • What’s new in the mission-led Social Value model, including how policy has changed and what it asks of the market.

  • The implications for tech companies include aligning bids and services with mission-focused procurement outcomes.

  • How to position for success by understanding what the new model asks of you, aligning your social value strategy with the Government’s missions, and demonstrating measurable, meaningful impact.

This event is essential for anyone navigating the evolving public procurement landscape, delivering social value, or shaping public service outcomes through technology.
